Pratt: Billy Jess Smalley, 76, died Dec. 21, 2016 at the Kansas Heart Hospital in Wichita. he was born May 31, 1940, at Harper, the son of Harley Davis Smalley and Mary Opal Deyoe Smalley.On Aug. 27, 1960 he married Ida Jane Pinkston Smalley who survives in Pratt.He owned Billy Smalley Construction and was a general contract carpenter.
